A bio-economic analysis of experimental selective devices in the Norway lobster (Nephrops norvegicus) fishery in the Bay of Biscay ArchiMer

Several fleets with various fishing strategies operate as a mixed fishery in the Bay of Biscay. Among the main fleets, bottom trawlers target Norway lobster (Nephrops norvegicus) and, together with gillnetters, they also catch hake (Merluccius merluccius). Trawling leads to average-size catches that are below the minimum landing size (MLS); such catches are discarded since they cannot be sold. These discards result in negative impacts on stock renewal, as most of them do not survive. This also results in an economic loss for both bottom trawlers and gillnetters since these discards represent a future loss of rent. This study, based on the 2009 and 2010 selectivity experiments at sea, assesses the short- and long-term bio-economic impacts of four...

A bio-economic evaluation of the potential for establishing a commercial fishery on two newly developed stocks: The Ionian red shrimp fishery ArchiMer
Guillen Garcia, Jordi; Maynou, Francesc; Floros, Christos; Sampson, David; Conides, Alexis; Kapiris, Kostas.
It has recently been shown that two deep-water red shrimp species (Aristeus antennatus and Aristaeomorpha foliacea) have the potential to support a viable fishery in the Greek Ionian Sea (eastern Mediterranean). In this article, we investigate (i) the evolution that this newly developed trawl shrimp fishery may undergo when subjected to different management measures, and (ii) the most suitable extraction rates considering the uncertainties about the resource. We further analyse the effects that potential future fuel price increases and changes in the market may have on the fishery. Forecasting the biological and economic consequences of management actions, as well as the effects of market changes on inputs and outputs before they are applied, may help...

Identifying fisheries dependent communities in EU coastal areas ArchiMer
Natale, Fabrizio; Carvalho, Natacha; Harrop, Michael; Guillen Garcia, Jordi; Frangoudes, Katia.
The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance...

The efficiency of using remote sensing for fisheries enforcement:Application to the Mediterranean bluefin tuna fishery ArchiMer
Cicuendez Perez, Juan; Alvarez, Marlene Alvarez; Heikkonen, Jukka; Guillen Garcia, Jordi; Barbas, Thomas.
This paper analyzes the impact of applying vessel detection technology using satellite images (vessel detection system, VDS) to complement air patrols for fisheries enforcement and control. Due to limited fisheries enforcement budgets there is the need to allocate costs efficiently among competing control tools. This paper focuses on assessing the benefits of using VDS jointly with VMS (vessel monitoring system) and air patrol surveillance to improve effectiveness of controls. A statistical model to estimate the number of inspections was developed and was used with enforcement costs data as reported by a number of EU countries. The result of applying VDS in fisheries enforcement is presented in one of the most demanding fisheries enforcement contexts: the...
